Why are RFP’s so long?

A problem we find consistently with CMS selection and procurement is the desire to include as much content as possible into RFP’s, these documents are usually over 40 pages and make a daunting tasks for vendors and suppliers to read through and respond as well increasing the (already busy) workload of the procurement team tasked with authoring and reviewing it.
